Passively expected

I have defended the virtues of the passive in the past, so I feel I should point out this egregious use of it.
The [tax increment financing] proposal was developed after Oak Ridge voters in a June 5 referendum election rejected the use of public funds to help cover Crestpointe's site-preparation and infrastructure costs. Oak Ridge officials had proposed borrowing up to $6 million to help finance the upscale shopping center, expected to be worth $60 million or more.
Expected to be worth $60 million? By whom, exactly? The officials? The developer? The reporter? Certainly not the voters, who have seen other projects fail.
