The continuing threat

Bush's guys are nothing if not inventive (inept, of course, but inventive). Check out this reason Congress doesn't get to vote on the "in Iraq forever" pact:
The Bush administration yesterday advanced a new argument for why it does not require congressional approval to strike a long-term security agreement with Iraq, stating that Congress had already endorsed such an initiative through its 2002 resolution authorizing the use of force against Saddam Hussein.
You've got to hand it to them.

I'm undecided. I would like to think so, but I'm afraid they'll escape. Perhaps a Democratic administration and congress will take out underlings, but I'm afraid that most of them will just want to "look ahead not backwards".

Bush and Cheney will definitely escape. No president will want to judge his or her predecessor by the standards of actual justice. That would set a dangerous precedent when he or she wants to violate the Constitution.
