A constitutional amendment we clearly DO need

If the Yoo memorandum (the one saying “Even if an interrogation method arguably were to violate a criminal statute, the Justice Department could not bring a prosecution because the statute would be unconstitutional as applied in this context”) is in fact what its author claims, just SOP,
"Far from inventing some novel interpretation of the Constitution," Yoo wrote, "our legal advice to the President, in fact, was near boilerplate."
then something is very wrong with our country. If, indeed, the president is allowed to violate any law he pleases and to order any military or intelligence agency to do the same, then we urgently need an amendment that binds him to follow the law.

Now.

Or, of course, we don't - but instead need an impeachment.
