First grain. Now water. What's next - their air?
I wonder if this is related to my recent post on canola oil as fuel, but I just got spam from "Rachel" offering to tell me all about running my car on water. Well, she said "gas and water", but I expect she meant instead of gas.
I am not equipped to judge whether this technology is possible. You can certainly extract energy from water, no doubt about that. Whether you can run a car on it now - really - I don't know.
What I do know is this is a worse idea than canola or bio-fuels. It's bad enough for rich countries to make food expensive for poorer ones by diverting agricultural production from food to fuel. Now we're going to take their water? Because you know we won't be using our own.
Plus, just as with anything else, once people start using more of it, water won't stay "a cheap fuel".
