Whose response?

(Let's see, it's four words, right? Okay.)

The AP has a headline about Condoleezza Rice meeting with folks in Europe "to discuss Russian response".

Yet, what they're meeting about is ways to punish Russia.

So shouldn't that be a meeting to discuss Russia response? I mean, it's a European and American response to Russia, not, say, the Russian response to Saakashvili (which is pretty clear, actually).

Odd, since usually what I notice is headline writers using the bare noun where I'd use the adjective. This time, it's the other way around. And it's wrong.
