It baffles me
Today I got a paper from a student - a translation - which referred to "Finance Minister of the US Tim Gaytner". In the translation.
I honestly do not comprehend how students write things like that. It's as if they don't connect what they are writing with the real world in any way.

Yes. "Well, I don't pay attention to politics."
Leaving aside the question of why an adult wouldn't pay attention to politics, how much attention do you need to pay to know that the US has a Treasury Secretary instead of a Finance Minister?
