Something's missing

There's a local commercial I saw several times while I was back at my father's. It's for a roofing firm, and the woman asks:
Is your roof leaking or is it time to be replaced?
Now that's just plain weird.

"Time to be replaced" needs a subject for "replace" - and it can't be the "roof" from the previous clause.
