Not a whole lot of chaos and fear...
This is so weird. The Post reports (my italics):
A 20-year-old Bowie man has admitted to setting off “bottle bombs” at six crowded movie theaters across the region, authorities said, but they declined to say what motivated the attacks, which sowed chaos and fears of gunfire. This is literally the first I have heard about it. Ditto the eight people in my office at the moment.

Hadn't heard of this before, either. Also from the article:
"[The attorney for the accused] said authorities are overstating the seriousness of the incidents.
"'Whoever is guilty of these charges was committing a high school prank [...] This seems like election year overcharging. This is more akin to someone placing a cherry bomb in a mailbox than a terrorist-level attack.'"
Strikes me as more analogous to shouting "Fire" in a crowded theater, where -- as the chief of the PG Co. Fire/EMS Department pointed out -- panic and potential for a stampede could reasonably ensue, causing real harm.
Well, you don't live here, where it was happening. That's why I'm surprised no one I know had heard of it.
Also, of course the prosecutor is going to go for a big case, while the defense is going to downplay it (my client didn't do it and even if he did it wasn't THAT bad). I imagine the guy wanted to hurt people, maybe even terrify them a la the snipers, but didn't manage to do so.
